Clay County Road and Lane Closure Report July 17-23, 2021

Clay County recently issued the following announcement on July 16.

Johns Cemetery Road – A county resurfacing project on Johns Cemetery Road from Plankton Avenue to Everett Avenue is scheduled to begin on Monday, July 19, 2021, and will take approximately seven business days to complete, weather permitting.  The 2.09-mile project involves milling and resurfacing, and restriping. Anticipate daytime lane closures with flaggers weekdays from 6:30 a.m. to 7:30 p.m. 

North Mimosa Avenue- A county resurfacing project on North Mimosa Avenue from Johns Cemetery Road to County Road 218 is expected to begin on Monday, July 19, 2021, and will take approximately 4 days to complete, weather permitting. The 1.2-mile project involves milling and resurfacing, and restriping. Anticipate daytime lane closures with flaggers weekdays from 6:30 a.m. to 7:30 p.m. 

 Ongoing County Projects

 Fleming Drive in Fleming Island – Anticipate single lane closures in both directions of Fleming Drive between River Point Drive and Emily’s Way for a drainage improvement project, which will involve pile driving and excavating operations. Work began on May 10, 2021, and will take approximately 14 weeks to complete, depending on weather. Frequent rains have delayed work and extended the project timeline. The lane closure will be in place throughout the entire project. The open lanes will be very narrow and travel lanes will need to be temporarily closed for a short time to place and remove equipment. Drive with caution in this area.

 

Loest Road Bridge in southern Duval County- The City of Jacksonville is conducting an emergency replacement of the Loest Road Bridge over Long Branch Creek in Southern Duval County, which is the only access point for some Clay County residents. Construction began on January 18, 2021 and will take approximately 10 months to complete. A temporary bypass road is in place to handle local traffic, sanitation, and emergency vehicles.  In mid-May the project was estimated to be 52% complete.    

North Lakeshore Drive in Fleming Island- Daytime lane closures will be in place at the 2000 block of North Lakeshore Drive for a drainage improvement project. Work began on May 10 and is expected to take 12 weeks to complete, depending on weather. Frequent rains have delayed work and extended the project timeline.   

 

FDOT Projects

Blanding Blvd (SR21) Widening Project- Between Allie Murray Road and Long Bay Road- The intersection of County Road 220 West and State Road 21 reopened in its new configuration with a new traffic signal on April 9, 2021. Construction began on the $19.1 million project in January of 2019 and is expected to be complete in summer of 2021.

Blanding Blvd (SR21) Widening Project – CR 218 to Black Creek Bridge- Add lanes and reconstruct 1.2 miles of roadway from County Road 218 to the Black Creek Bridge. Construction on this $19.5 million project began in February 2020 and is expected to be completed in fall 2021.

Blanding Blvd (SR21) from State Road 16 to County Road 215- A resurfacing project on State Road 21 between State Road 16 and County Road 215 began on February 22, 2021, with estimated completion in fall of 2021. The $3.9 million project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, guardrail, traffic signals, and highway signage. Construction will take place during both daytime and overnight hours. No lane closures will be permitted from 6 a.m. to 8:30 a.m. Monday through Friday.

 

Buckman Bridge, Duval County- Permanent repairs to the finger joint in the southbound lanes of the Buckman Bridge will begin on July 16, 2021 and will take approximately 6 weekends to complete. Anticipate weekend traffic delays due to double lane closures beginning at 9 p.m. on Fridays until 5 a.m. on Mondays for the duration of the repairs. All lanes will be open during peak hours weekdays.

 

State Road 21 Between Keystone Heights and Melrose- Milling and resurfacing project on the 6.5 mile stretch between the Putnam County line, just north of Melrose, to north of Commercial Circle in Keystone Heights. Construction began in June 2020 on this $6.9 million project with completion expected in summer 2021.

 

US 17 and State Road 16- Bridge rehabilitation projects on U.S. 17 (State Road 15) over Johnson Slough and State Road 16 over the Black Creek North Fork began June 13, 2021, with an anticipated completion in spring of 2022.  Construction on this project includes installation of bridge pile jackets, spall repairs and other incidental construction. Construction activities will take place primarily during daytime hours Monday through Friday.

On U.S. 17 (State Road 15) over Johnson Slough, no northbound lane closures will be permitted from 6 a.m. to 9 a.m. Monday through Friday; no southbound lane closures will be permitted from 3:30 p.m. to 6:30 p.m. Monday through Friday; and no multi-lane closures will be permitted at any time.

On State Road 16 over Black Creek, single lane closures will be permitted at any time in one direction only; no multi-lane closures will be permitted. Channels will remain open for marine traffic at all times.

 

U.S. 17 at Doctors Inlet - Daytime lane closures Tuesday from 9 a.m. to 4 p.m. for routine bridge inspection.

U.S. 17 at Live Oak Lane - Nighttime northbound lane closures Sunday through Thursday from 8 p.m. to 6 a.m. for utility work.

 

U.S. 301 from County Road 218 to Richard Mosely Road – Daytime lane closures weekdays from 7 a.m. to 5 p.m. for road work.

In this location 52 new concrete test sections are being installed parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). A new storm water pond, new traffic signals, lighting, highway signage, guardrail, drainage, and asphalt paving are included in the construction. Work began in November of 2020 and should be complete by spring 2022.

 

First Coast Expressway (FCE) Work FDOT

 First Coast Expressway (State Road 23) from north of S.R. 16 to north of S.R. 21 - Construct 11.1 miles of new limited access toll road from north of S.R. 16 to north of S.R. 21 (Blanding Boulevard) at a cost of $247.1 million. Construction began March 4, 2019.

 

First Coast Expressway (State Road 23) from east of C.R. 209 to north of S.R. 16 - Construct 9.7 miles of new limited access toll road from east of C.R. 209 to north of S.R. 16 at a cost of $195.2 million. Construction began April 15, 2019.

County Road 15-A, South of Green Cove Springs- Daytime lane closures weekdays from 7:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for overpass work.

 

County Road 209- A portion of County Road 209 at the new overpass, will close from 9 p.m. Monday, July 19 to 5 a.m. Tuesday, July 20 for concrete bridge deck work, weather permitting.

Motorists will be detoured via U.S. 17, J.P. Hall Boulevard, and County Road 226.

 

County Road 209 from US 17 to Bayard Road- Daytime road closures weekdays from 8:30 a.m. to 4:30 p.m. and nighttime road closures weeknights from 6 p.m. to 6:30 a.m. for overpass work.

 

County Road 220 just west of Rob Baxley Road- Daytime lane closures just west of Rob Baxley Road Monday, July12, through Saturday, July 17, from 7 a.m. to 5:30 p.m. for road work.

 

Springbank Road just south of State Road 16 - Daytime lane closures with flaggers weekdays from 7:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.

 

State Road 16 west of Green Cove Springs - Daytime lane closures with flaggers weekdays from 8:30 a.m. to 4:30 p.m. for road work.

 

US 17 south of Green Cove Springs- Daytime lane closures weekdays from 7:30 a.m. to 4:30 p.m. and nighttime lane closures weeknights from 6 p.m. to 6:30 a.m. for road work.
