Public Comment Meeting to Discuss Grant Submissions to the Rebuild Florida General Infrastructure Program

Clay County issued the following announcement on Aug. 30.

NOTICE IS HEREBY GIVEN that the Clay County Board of County Commissioners (BCC), will hold a 14-day public comment period (8/31/21 – 9/13/21) and hold a public comment meeting on Monday, September 13, 2021 at 6 p.m. to discuss the BCC’s grant submissions to the Rebuild Florida General Infrastructure Program (GIP) administered by the State of Florida Department of Economic Opportunity (DEO). Public comment may be submitted online at http://www.claycountygov.com/government/rebuild-florida-gip-public-comment. The program is funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant - Mitigation (CDBG-MIT) allocation as described in Public Law 115-123.

The BCC plans on submitting the following two applications to the GIP to fund projects that will benefit Clay County:

1. Demolition of the current Animal Services facility and construction of a new facility that would be in Middleburg, near CR 220 and Sleepy Hollow Rd. The estimated funding request for this project is $13,847,933. The new facility would be hardened against inclement weather and have the capacity to shelter residents’ pets in the case of a Countywide evacuation order when pets cannot travel with owners, or if an owner must evacuate to a shelter and the pet cannot attend with them. The current facility has been subjected to several flooding events and does not have the capacity to shelter the pets of evacuating owners. Additionally, the current location is serviced by a septic system, which can potentially lead to public health issues during a flood from the nearby Black Creek. Upon demolition of the old facility and septic tank removal, the existing location along SR 16 will become a permanent green space.

2. Demolition and rebuild of Fire Station #24 located along Sweat Rd in Green Cove Springs. The estimated funding request for this project is $6,960,000. The current structure is inadequate for career force personnel. It was built in 1983 and is only 1960 sq. ft. with two apparatus bays and a modular home trailer that was added in 2015 for additional living quarter space. Due to inadequate space and layout, a new and more modern station is required to keep up with population growth. The proposed new station will be approximately 13,000 sq. ft. and will have facilities for a daily staff of 12 and a separate area for two Chief Officers.

The online public comment period will be available beginning Tuesday, August 31 and will close on Monday, September 13 at close of business. Public comments can be submitted through the website at http://www.claycountygov.com/government/rebuild-florida-gip-public-comment. Comments can also be sent by email to megan.mosley@claycountygov.com during the online public comment period. Additionally, members of the public are also invited to attend and be heard at the meeting which will be held at the Fleming Island Library, 1895 Town Center Blvd., on Monday, September 13, 2021, from 6 - 7 p.m. Agencies, groups, and members of the public are invited and encouraged to share their ideas and comments with County staff.
