Clay County Road and Lane Closure Report December 25-31, 2021

County of Clay recently issued the following announcement.

Ongoing County Projects

Oakleaf Plantation Parkway- Milling and resurfacing of the traffic circle on Oakleaf Plantation Parkway has been delayed until early next year due to unforeseen circumstances.  

FDOT Projects

Blanding Blvd (SR21) Widening and Reconstruction Project- from Allie Murray Road to Long Bay Road- the project involves the full reconstruction and widening to six lanes of the roadway in this area. Construction on this $19.1 million project also includes adding four-foot bike lanes and six-foot sidewalk in both directions, replacing traffic signals, adding streetlights, and constructing a new drainage system including new pipes, inlets, and small ponds. Medians are being narrowed to allow for the roadway widening and curb construction. Some intersection realignment work will also be done to better facilitate traffic signals and new travel lane alignment. Construction began in January of 2019 and is expected to be complete in early 2022.

Blanding Blvd (SR21) Widening Project – from CR 218 to Black Creek Bridge- Add two lanes of capacity to the 4-lane section of Blanding Boulevard between County Road 218 and Black Creek to provide more efficient east-west movements at the intersection of Blanding Boulevard and County Road 218. The County Road 218 bridge over Black Creek will be replaced to provide a wider bridge to accommodate the improvements within the project corridor. The County Road 218 bridge will remain open to traffic during construction. Construction on this $16.4 million project began in February 2020 and is expected to be completed in spring 2022.

Blanding Blvd (SR21) from State Road 16 to County Road 215- A resurfacing project on State Road 21 between State Road 16 and County Road 215 began on February 22, 2021, with estimated completion in fall of 2021. The $3.1 million project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, guardrail, traffic signals, and highway signage for the five-mile stretch of roadway. Construction will take place during both daytime and overnight hours. No lane closures will be permitted from 6 a.m. to 8:30 a.m. Monday through Friday.

Sandridge Road and County Road 209 (Russell Road)- Daytime lane closures with flaggers Monday, December 27 through Friday, December 31, from 9 a.m. to 6 p.m. for a Florida DOT safety improvement project on County Road 209 from County Road 315B to Henley Road (CR739). Work is estimated to take 140 days to complete and will include the addition of a left turn lane at Sandridge Road, roadway striping and signage, shoulder widening, guardrails, and drainage improvements.

US 17 and State Road 16- Bridge rehabilitation projects on U.S. 17 (State Road 15) over Johnson Slough and State Road 16 over the Black Creek North Fork began June 13, 2021, with an anticipated completion in spring 2022. Construction on this project includes installation of bridge pile jackets, spall repairs and other incidental work. Construction activities will take place primarily during daytime hours Monday through Friday.

  • On U.S. 17 (State Road 15) over Johnson Slough, beginning December 13, 2021, no northbound lane closures will be permitted from 6 a.m. to 9 a.m. Monday through Friday; no southbound lane closures will be permitted from 3:30 p.m. to 6:30 p.m. Monday through Friday; and no multi-lane closures will be permitted at any time.
  • On State Road 16 over Black Creek, continuous closure of emergency lanes through December 2021 for bridge work. Channels will remain open for marine traffic at all times.

U.S. 301 from County Road 218 to Richard Mosely Road –Daytime lane closures Monday, December 27, through Thursday, December 30, from 7 a.m. to 5 p.m. and nighttime lane closures Monday through Thursday from 7:30 p.m. to 7:30 a.m. for road work.

In this location 52 new concrete test sections are being installed parallel to the existing northbound lanes of U.S. 301 from just south of County Road 218 to just north of Richard Mosely Road (approximately 2.5 miles). A new storm water pond, new traffic signals, lighting, highway signage, guardrail, drainage, and asphalt paving are included in the construction. Work began in November of 2020 and should be complete by summer 2023.

First Coast Expressway (FCE) Work FDOT

First Coast Expressway (State Road 23) from north of S.R. 16 to east of C.R. 209 - Construct 9.7 miles of new multi-lane limited access toll road from east of C.R. 209 to north of S.R. 16 at a cost of $180 million. The project involves construction of a drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, and 15 new bridges. Construction began April 15, 2019 and is expected to be completed in early 2025.

First Coast Expressway (State Road 23) from S.R. 21 to north of S.R. 16 - Construct 10.5 miles of new multi-lane limited access toll road from north of S.R. 16 to north of S.R. 21 (Blanding Boulevard) at a cost of $229 million. This project involves construction of a drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, three tolling facilities, 26 new bridges, noise walls, and retaining walls. Construction began March 4, 2019 and is expected to be completed in early 2025.

County Road 15A south of Green Cove Springs - Daytime lane closures Monday, December 27, through Wednesday, December 29, from 7:30 a.m. to 4:30 p.m. and nighttime lane closures Monday through Wednesday from 6 p.m. to 6:30 a.m. for overpass work.

County Road 209 from U.S. 17 to Bayard Road - Daytime lane closures Monday, December 27, through Wednesday, December 29, from 8:30 a.m. to 4:30 p.m. and nighttime lane closures Monday through Wednesday from 6 p.m. to 6:30 a.m. for overpass work. 

County Road 220 at State Road 23 (west of Rob Baxley Road) – Intermittent daytime traffic interruptions with flaggers Monday, December 27, through Saturday, January 1, between 7 a.m. to 5:30 p.m. for delivery of construction materials.  Nighttime lane closures weeknights from 7 p.m. to 5:30 a.m. for road work.

Henley Road– Nighttime outside lane closure on northbound Henley Road from Lake Asbury Drive to Caleb Court beginning Sunday, December 26 at 7 p.m. through Wednesday, December 29, at 5:30 a.m. to relocate the low-profile barrier wall.

Springbank Road just south of State Road 16 - Daytime lane closures with flaggers Monday, December 27, through Wednesday, December 29, from 7:30 a.m. to 4:30 p.m. and nighttime lane closures Monday through Wednesday from 6 p.m. to 6:30 a.m. for road work.  

State Road 16 west of Green Cove Springs - Daytime lane closures Monday, December 27, through Wednesday, December 29, from 8:30 a.m. to 4:30 p.m. and nighttime lane closures Monday through Wednesday from 11 p.m. to 5 a.m. for road work.   

U.S. 17 south of Green Cove Springs - Daytime lane closures Monday, December 27, through Wednesday, December 29, from 7:30 a.m. to 4:30 p.m. and nighttime lane closures Monday through Wednesday from 6 p.m. to 6:30 a.m. for roadwork.
